WebIPAWS CAP uses PKI in two ways. One is to prove that the web site on which the alerts are stored really is the FEMA server – which is just an HTTPS web site driven by a fancy database. The top of the chain of certificates is called the root, the root is stored on the ENDEC along with other common web server roots.
